All Malaysian citizens and permanent residents employed under a contract of service or apprenticeship must contribute to EPF. Foreign workers may opt in voluntarily but are not mandatorily covered. Domestic servants and self-employed persons are not compulsorily covered.

For employees below 60, the standard employee rate is 11% and the employer rate is 13% (for wages โ‰ค RM5,000) or 12% (for wages above RM5,000). For employees aged 60 and above, the employee rate is 5.5% and the employer rate is 6.5%. Employees may elect a reduced rate of 9% instead of 11% but this reduces retirement savings.

The EPF Act sets a higher employer contribution rate of 13% for employees earning RM5,000 or less per month to provide additional retirement protection for lower-income workers. For wages above RM5,000, the employer rate is 12%. The employee rate remains 11% regardless of salary level.

No โ€” unlike Singapore CPF, Malaysian EPF has no upper wage ceiling. Both employer and employee contributions are calculated on full gross wages regardless of salary level. This means higher earners accumulate proportionally more in their EPF accounts.

Full withdrawal is permitted at age 55 (Account 1 and Account 2 combined), or upon migration, incapacitation, or death. Partial withdrawals are allowed before 55 for housing (Account 2), medical expenses, education, and hajj purposes. At age 60, all remaining savings can be fully withdrawn.

For 2023, EPF declared a dividend of 5.50% for Simpanan Konvensional (conventional savings) and 5.40% for Simpanan Shariah. Dividend rates are announced annually based on EPF fund performance and are not guaranteed. Historically, rates have ranged between 5% and 6.9% over the past decade.
